The current challenge of cities is population growth, which leads to the amplification of administrative problems, and the transformation of smart cities is linked to the proper functioning of the administrative system.

The concept of smart cities needs a partnership between institutions, the public environment and the private environment, to facilitate the decision-making process and to advance in the way of proposing public policies at the local level, as well as for the relationship with the inhabitants, the business environment and government institutions .
In this sense, two elements are important: e-government and the active involvement of citizens in decision-making processes.
